Indy councilman accepted cash from undercover agent

INDIANAPOLIS— A newspaper reports that a former Indianapolis City-County Council member is under investigation on accusations that he took a $5,000 payment from an FBI agent posing as a developer who wanted to open a downtown strip club.

Lincoln Plowman resigned last week from the council and took early retirement from his position as a city police major.

The Indianapolis Star, citing three people with knowledge of the case, reports that Plowman met three times with the undercover agent and told the agent in December that he would need a consulting fee for his work with zoning officials.

The newspaper said the FBI agent then gave Plowman an envelope with $5,000.

A message seeking comment was left Friday for Plowman's defense attorney, James Voyles.
