The Indiana Department of Environmental Management has issued a solid waste facility permit renewal for the Mallard Lake landfill, according to legal notice published in The Herald Bulletin.
The permit alows JM Corp. to construct and operate the facility.
A copy of the permit is available to review at the Anderson Public Library, 111 E. 12th St.
Ralph Reed, owner of JM Corp., said Wednesday that construction of the landfill will begin in the spring.
"This is the end of it," Reed said after a 31-year legal battle to start the landfill. "They might try to appeal it, but they won't win," he said.
He was referring to the Killbuck Concerned Citizens Association. Sources for that group have yet to be reached.
