-- Anderson police arrested Lisa Jennings, 45, of the 2700 block of Horton Drive, Anderson, at 4:40 p.m. Saturday at 4000 Martin Luther King Jr. Bond was set for $4,000 on charges of Class A misdemeanors possession of marijuana and possession of paraphernalia.
-- Alexandria police arrested Rebecca A. Vinson, 25, of the 600 block of West Adams Street, Alexandria, at 9 p.m. Friday at Sheridan and Washington streets, Alexandria. Bond was set for $5,000 on charges of Class D felonies operating a vehicle while intoxicated and domestic battery, and Class B misdemeanor public intoxication.
-- Anderson police arrested Shawn A. Welker, 29, of the 2100 block of West 250 North, Anderson, at 8:20 p.m. Friday at 4015 Main St., Anderson. Bond was set for $5,000 on charges of Class D felony strangulation.
-- Madison County deputies arrested Jacob D. Payne, 31, of the 600 block of Ruddle Avenue, Anderson, at 1:11 a.m. Saturday at the Madison County Jail. He was released on a $5,000 bond for charges of Class A misdemeanor operating a vehicle while intoxicated.
-- Indiana State troopers arrested Shaun M. Ball, 25, of the 200 block of North 11th Street, Frankton, at 7:25 p.m. Friday at the Ricker’s in Frankton. He was released on a $5,000 bond for charges of Class D felony attempted residential entry.

Since October 2006, Donald Lock has been confined to a wheel chair because of a degenerative bone disease. He has spent time at correctional facilities throughout the state, but it wasn’t until he was transferred to Pendleton earlier this year that he said he felt his disability was ignored.
