The report said Kenneth Harris Jr., 41, hit a parked car in the 2000 block of Pearl Street on Monday. As witnesses who were just about to get out of the parked Yukon tried to stop Harris, he “drove recklessly around” who stood in front of his Jeep to block his path, the report said.
