What is the Kernan-Shepard report?
Named after former Gov. Joseph Kernan and Chief Justice of the Indiana Supreme Court Randall Shepard, the Kernan-Shepard report focuses on streamlining local government in Indiana. The report suggests reformations that make government more easy to understand and less excessive.
Of 27 specific recommendations, two apply directly to townships:
• Transfer all responsibility for administering the duties of township government for assessment, poor relief, fire protection, emergency medical services, cemeteries and any other remaining responsibilities to the county executive. Establish a countywide poor relief levy.
• Transfer the responsibilities of the township small claims courts in Marion County to superior courts.
